## Trade Finance and Project Finance News: 3 November 2026

**TL;DR:** Trade finance headlines are dominated by risk-sharing and policy reform: AFC and Munich Re signed a **$1bn** guarantee programme for African banks, China’s FX regulator proposed nationwide cross-border trade facilitation, and Pakistan pushed OIC members to widen export-finance access. Project finance is equally active: Neoen raised **AUD 1.8bn** from 13 lenders, Standard Bank committed up to **$370m** to Solarcentury Africa, and EBRD arranged **$265m** for a 1.2 GW solar-plus-storage plant in Egypt. Below, the deals, the structures and what they mean for origination, credit and documentation teams.

### Why today’s headlines matter

The global trade finance gap remains stuck at **$2.5tn**, roughly 10% of global trade, and SMEs are still the most underserved segment, according to the Asian Development Bank. In Africa, the annual shortfall is estimated at **$80bn to $120bn**, which is why development banks and insurers are stepping in with risk-sharing rather than direct lending.

On the project finance side, the story is scale. Renewable portfolios are being financed in the billions, often across multiple jurisdictions and technologies, and development finance institutions are increasingly comfortable with merchant and non-recourse structures in emerging markets.

Today’s news captures both trends: capital is moving, but it is moving through guarantees, syndication and structured risk transfer rather than simple balance-sheet lending.

### Trade finance: risk-sharing, FX reform and export finance

**AFC and Munich Re sign $1bn trade finance guarantee deal.** The Africa Finance Corporation and Munich Re agreed a **$1bn** risk-sharing programme that will provide trade finance guarantees to African banks, aimed at boosting lending to small businesses under the African Continental Free Trade Area. Munich Re will take a share of eligible AFC transactions automatically while AFC retains part of the risk on every deal, keeping incentives aligned. The programme is designed to free up capacity as transactions mature and be reused for new lending.

**China proposes nationwide FX facilitation for trade.** China’s State Administration of Foreign Exchange published a draft notice on 2 November to expand high-level cross-border trade FX facilitation nationwide from 1 January 2027, broaden payment institutions’ FX business to market procurement and comprehensive foreign trade services, and lower the threshold for operating-lease FX settlement. The regulator said the measures are intended to reduce costs for foreign trade companies and support new trade formats.

**Bank of China issues CIIE customs guarantee.** Ahead of the ninth China International Import Expo, Bank of China’s Shanghai branch issued a **CNY30m (USD4.5m)** customs duty guarantee letter for temporarily imported exhibition goods, removing the need for exhibitors to deposit the full tax sum upfront. The bank has issued nearly **CNY1bn** in customs tax guarantee letters across CIIE editions.

**Pakistan pushes OIC trade financing access.** At the 42nd COMCEC session in Istanbul, Pakistan’s commerce minister called for deeper economic integration and improved access to trade financing among Islamic countries, particularly for SMEs. He pointed to the operationalisation of Pakistan’s EXIM Bank, which offers trade credit insurance, guarantees and refinancing, and to wider use of Shariah-compliant instruments including Murabaha, Salam and Ijarah.

### Project finance: renewables, storage and strategic minerals

**Neoen closes AUD 1.8bn portfolio financing.** Neoen secured **AUD 1.8bn** in debt from 13 lenders for a 1.2 GW portfolio of two wind farms, two battery storage projects and a solar farm across Australia. The lender group includes ANZ, Bank of America, Bank of China, Clean Energy Finance Corporation, Export Development Canada, HSBC, ING, KfW IPEX, Mizuho, NAB, UOB, Société Générale and Westpac. The portfolio includes operating assets and projects under construction, such as Hornsdale Power Reserve and Goyder South Wind Farm.

**Standard Bank commits up to $370m to Solarcentury Africa.** Standard Bank signed a financing agreement worth up to **$370m** with Solarcentury Africa, with an initial **$86.2m** committed. Part of the facility will fund a 59 MWp expansion of Zambia’s Mailo solar plant to 120 MWp, and the financing will also refinance earlier loans. The facilities operate under a merchant power model, selling to multiple buyers rather than relying solely on a single state utility offtaker. FMO is participating in the initial tranche.

**Scatec signs $217m non-recourse loan for Egypt solar-plus-storage.** Scatec signed a **$217m** non-recourse loan with EBRD, AfDB and EIB for the first phase of its Dandara project in Egypt, comprising 569 MW of solar with 100 MWh of battery storage. The project is scheduled for commercial operation in the first half of 2028, and Scatec will act as EPC contractor and provide O&M services.

**EBRD arranges $265m for 1.2 GW Minya solar-plus-storage.** EBRD arranged up to **$265m** in financing for a 1.2 GWp solar plant paired with a 600 MWh battery energy storage system in Egypt’s Minya governorate. The project is owned by a special purpose vehicle held by Infinity Power, a joint venture between Egypt’s Infinity and Abu Dhabi’s Masdar, and HAU Energy.

**Frontier Energy signs A$280m syndicated facility for Waroona.** Frontier Energy executed a Syndicated Facility Agreement for debt facilities of up to **A$280m ($195m)** to support Stage One of its Waroona Renewable Energy Project in Western Australia. The package includes a construction and term facility of up to A$250m, a debt service reserve facility of up to A$17m and a bank guarantee facility of up to A$13m, structured as senior secured non-recourse project finance. Financial close is expected in November 2026, with first drawdown in the first quarter of 2027.

**Energy Fuels gains conditional approval for rare earths debt.** Two Australian government lenders conditionally approved about nine-tenths of a proposed senior debt facility for Energy Fuels’ Donald rare earth and mineral sands project. Export Finance Australia and the National Reconstruction Fund Corporation stand behind the approval, with a proposed decade-long tenor from financial close. The approval is not a closed loan and remains subject to documentation, due diligence and commercial lender participation.

**Iberdrola and Norges Bank expand €2bn renewables platform.** The Iberdrola and Norges Bank Investment Management co-investment platform added the 274 MW Tâmega wind project in Portugal, taking total capacity above 1,800 MW, with a target of 2,300 MW next year. The alliance is backed by more than **€2bn** of investment.

**Korea Southern Power signs offshore wind PF.** Korea Southern Power signed a project financing agreement for the 104 MW Yeonggwang Yawol offshore wind project, which will use 13 Doosan Enerbility 8 MW turbines, the first application of that model. Industrial Bank of Korea, Hana Bank and Korea Development Bank arranged the financing, with funds managed by Mirae Asset and Energy Infrastructure Asset Management joining as shareholders.

### Frequently asked questions

What is the biggest trade finance story today?

The AFC and Munich Re **$1bn** risk-sharing programme is the largest single trade finance headline: it moves beyond direct lending and uses guarantees to help African banks lend to SMEs under AfCFTA. China’s draft FX reform is also significant because it changes the operating environment for cross-border trade settlement from January 2027.

Why are development banks so active in project finance?

DFIs such as EBRD, AfDB, EIB and FMO are providing long-tenor non-recourse debt and risk-sharing that commercial banks alone are unwilling to hold, particularly for solar-plus-storage and merchant-power projects in emerging markets.

Is Africa the main growth market for trade finance?

Africa is certainly the most acute: the continent’s annual trade finance gap is estimated at **$80bn to $120bn**, and AfCFTA gives the risk-sharing model a clear policy rationale. But the **$2.5tn** global gap remains concentrated in SMEs across Asia, Africa and Latin America.

What does China’s FX reform actually change?

The draft expands high-level trade FX facilitation nationwide from 2027, widens payment institutions’ permitted FX business to market procurement and comprehensive foreign trade services, and lowers the threshold for operating-lease FX settlement. In practice, it should reduce documentation and settlement friction for smaller exporters and new trade formats.

Are these project finance deals bankable?

Most of today’s transactions are signed or have reached financial close, but some remain conditional. Energy Fuels’ Australian debt approval, for example, is still subject to definitive documentation and commercial lender participation. Frontier Energy’s facility is signed but financial close is expected in November 2026.
