Orphaned Well Carbon Project Development
Develop methane-abatement carbon projects around orphaned oil and gas well plugging, including feasibility, MRV, PDD, validation, financing and credit sales.
Turn Orphaned Well Plugging Into a Financeable Carbon Project
Financely develops carbon projects around the permanent plugging of eligible orphaned oil and gas wells where measurable methane emissions can support a credible emissions-reduction project.
We work with well owners, landowners, plugging companies, environmental developers, public-sector stakeholders and investors that control or can obtain rights to a portfolio of wells and want to determine whether carbon finance can contribute to the cost of decommissioning.
Our work covers project feasibility, well screening, methane measurement strategy, eligibility analysis, carbon rights, project structuring, monitoring design, PDD preparation, validation and verification coordination, project financing and carbon-credit commercialization.
The objective is not to attach speculative carbon revenue to every abandoned well. We identify which wells can support a defensible carbon case and structure the development program around measurable methane abatement.
Request a Carbon Project QuoteCarbon Finance Can Help Pay for Well Plugging
Orphaned oil and gas wells create an unusual carbon-development opportunity because the project activity is physical and measurable: a leaking well is identified, methane emissions are quantified, the well is permanently plugged and the post-plug emissions condition is verified.
The American Carbon Registry developed a dedicated framework for generating carbon credits from methane reductions associated with plugging qualifying orphaned oil and gas wells in the United States and Canada.
The commercial case, however, depends heavily on actual methane emissions. A portfolio containing several high-emitting wells can have very different carbon economics from hundreds of wells that emit little measurable methane.
This is why our process begins with a well-plugging carbon project assessment rather than assuming that plugging automatically creates valuable carbon credits.
Not every orphaned well is a carbon asset. Carbon value depends on eligibility, baseline emissions, additionality, methane measurement, methodology requirements, plugging execution and successful third-party validation and verification.
What We Develop
Screen the Wells
We organize well inventories by status, location, ownership, regulatory condition, plugging obligation, methane evidence and development priority.
Establish the Emissions Case
We coordinate the measurement framework required to establish baseline methane emissions using appropriately qualified technical providers.
Assess Carbon Eligibility
We examine well status, regulatory obligations, additionality, project start timing and other requirements relevant to the selected carbon standard.
Establish Carbon Rights
The project needs a defensible contractual basis for controlling the emissions reductions and receiving any resulting carbon credits.
Prepare the Carbon Project
We structure the project boundary, baseline, monitoring framework, emissions-reduction calculations and required project documentation.
Coordinate Independent Review
We prepare the project for review by the appointed validation and verification body and coordinate responses to technical findings.
Structure Plugging Finance
Where plugging costs need external capital, we can evaluate forward sales, carbon streams, milestone capital and other financing structures.
Prepare Credits for Sale
After issuance, credits can be prepared for bilateral buyers, intermediaries or other appropriate commercialization routes.
Step One Is Building the Well Inventory
A serious project begins with a well-level database.
We need to know where each well is located, its API or other regulatory identifier where applicable, drilling history, operating status, ownership history, available production data, abandonment status, regulatory classification and any existing plugging obligation.
For larger portfolios, this information becomes the foundation for screening hundreds or thousands of potential wells before expensive field work begins.
The objective is to avoid spending measurement and engineering resources on wells that are obviously ineligible or economically irrelevant.
Methane Measurement Determines the Economics
Methane measurement is one of the most important workstreams in the entire development process.
A well that appears visually degraded may emit very little methane. Another well with no obvious surface problem may be a significant emitter.
Field measurement is therefore required to move from an inventory of abandoned infrastructure to a quantifiable emissions-reduction opportunity.
The measurement campaign needs to follow the applicable methodology and quality-control requirements. Depending on the project, this can involve qualified field teams, approved instrumentation, repeated measurements, calibration procedures, documentation and well-specific evidence.
Financely coordinates the financial and carbon-development workstream. Specialist methane-measurement and plugging activities are performed by appropriately qualified technical contractors.
High-Emitting Wells Matter Disproportionately
Well-plugging portfolios frequently exhibit highly uneven emissions.
A relatively small number of wells can represent a large portion of measured methane. From a project-development perspective, this means prioritization matters.
Plugging 500 low-emitting wells may produce less carbon value than addressing a much smaller number of high emitters.
We therefore combine emissions data with expected plugging costs so the developer can evaluate carbon abatement per dollar invested.
Eligibility Comes Before the Carbon Revenue Forecast
A spreadsheet showing tonnes multiplied by a hypothetical carbon price is not a feasibility study.
We first determine whether the wells and proposed activity satisfy the applicable carbon-program requirements.
Relevant questions can include whether the well satisfies the required definition, whether a solvent responsible operator exists, whether plugging is already legally required within a timeframe that undermines additionality, whether public funding has already been committed and whether project activities occurred before required carbon-development milestones.
The selected methodology determines the detailed test.
Current methodology status matters. Project developers should not rely on an old methodology PDF without checking the registry's current rules, transition provisions and measurement requirements.
The Plugging Plan Is Part of the Carbon Project
The physical work cannot be separated from the carbon documentation.
The project needs a credible plug-and-abandonment plan covering the wells being retired, contractor responsibilities, regulatory approvals, technical specifications, execution schedule and evidence that permanent abandonment has occurred.
The P&A contractor remains responsible for the engineering and field execution. Our role is to ensure that project implementation creates the evidence required by the carbon-development and verification process.
Carbon Rights Need to Be Clear
Well-plugging projects can involve several parties: landowners, mineral-right owners, former operators, state agencies, plugging contractors, project developers and investors.
The project company needs a defensible contractual right to develop and monetize the resulting emissions reductions.
We review the commercial structure and identify where specialist legal advice is required around title, project rights, environmental attributes, carbon-credit ownership, assignment and revenue sharing.
Ambiguous rights become a serious problem when a carbon buyer or verification body begins due diligence.
Project Design Document Preparation
Once feasibility is established, the project needs to be translated into formal carbon-project documentation.
The project description normally addresses the project boundary, well population, baseline, additionality, project activity, monitoring methodology, quantification, leakage where applicable, ownership and other requirements of the selected standard.
Financely can prepare the required documentation through our carbon project PDD creation service.
qMRV and Monitoring
The project needs a monitoring system capable of supporting quantification, reporting and verification of the emissions reductions being claimed.
For methane projects, the measurement framework is particularly important because carbon issuance ultimately depends on defensible quantification rather than the nominal number of wells plugged.
We coordinate monitoring plans, measurement records, data architecture, quality-control procedures and supporting evidence so the file can move through independent verification.
Validation and Verification
Credits are not created because the developer calculates an emissions reduction internally.
An independent validation and verification body reviews project conformance with the applicable program and methodology.
We prepare the diligence file, coordinate information requests, track findings and manage the finance and documentation side of the review.
Specialist technical questions remain with the relevant methane, engineering, environmental and P&A experts.
Financing a Well-Plugging Carbon Project
The timing of expenditure creates a financing problem.
Methane measurement, engineering, regulatory work, plugging and carbon-project development all require capital before credits are ultimately issued and sold.
A portfolio can therefore require several sources of capital.
| Capital Source | Potential Role |
|---|---|
| Sponsor Equity | Fund feasibility, initial measurement and project-development costs. |
| Public Plugging Programs | Contribute eligible government or agency funding subject to methodology and additionality treatment. |
| Private Project Capital | Finance measurement and P&A campaigns against expected project economics. |
| Carbon Forward Sale | Buyer commits capital against future delivery of eligible issued credits. |
| Carbon Stream | Investor provides upfront funding in exchange for a defined share of future carbon production. |
| Milestone Funding | Capital is released following measurement, validation, plugging or other agreed milestones. |
Where external project capital is required, our carbon project financing and forward sales advisory can be incorporated into the development mandate.
Carbon Revenue Should Be Underwritten Conservatively
We do not recommend developing plugging programs around an assumed headline carbon price.
The financial model should first estimate eligible tonnes under a conservative technical case. Development expenses, methane measurement, verification, registry costs, plugging expenditure, legal expenses and buyer discounts must then be deducted.
Different wells can produce dramatically different economics.
The model should therefore identify which wells create attractive carbon-supported abatement and which wells require substantial non-carbon funding.

Who This Service Is For
This service is designed for organizations that already control or can obtain a meaningful well portfolio.
Good candidates can include environmental project developers, land and mineral owners, oil and gas asset owners, specialized P&A businesses, investors acquiring environmental liabilities and public-private initiatives seeking additional capital for orphaned-well remediation.
A single low-emitting well is unlikely to justify a full institutional carbon-development process. Portfolio scale, emissions concentration and plugging economics matter.
What We Need to Assess the Project
Provide the well inventory, jurisdiction, ownership structure, regulatory status, available methane measurements, plugging estimates, any public funding, proposed project entity and expected development timeline.
If third-party measurement or engineering studies already exist, provide those as well.
We can then determine what additional feasibility work is required before the project proceeds into full development.
Frequently Asked Questions
Can plugging orphaned oil wells generate carbon credits?
Potentially. Methane reductions from eligible orphaned oil and gas wells can support carbon-credit generation where the project satisfies the applicable methodology, monitoring, validation and verification requirements.
Does every plugged well generate credits?
No. Eligibility and measured methane emissions matter. Some wells may produce limited or no financeable carbon value.
Do you physically plug the wells?
No. Physical plug-and-abandonment work must be carried out by appropriately qualified and licensed contractors. Financely develops and coordinates the carbon, financing and commercial workstreams.
Can carbon credits pay the entire plugging cost?
Potentially for unusually attractive wells or portfolios, but it should not be assumed. Many projects require carbon revenue to complement rather than completely replace other funding.
Can you finance the plugging campaign?
We can structure and arrange financing for qualifying projects through forward sales, carbon streams, milestone capital or other project-finance structures. Financing remains subject to investor underwriting.
Can you prepare the PDD and MRV documentation?
Yes. We can coordinate the project-development documentation while specialist technical providers supply the required engineering and methane-measurement inputs.
