## Financely Launches a Private OTC Petroleum Trading Network

**Financely Energy has launched a private OTC network for qualified petroleum buyers, sellers, trading houses and professional brokers.**

The [Financely OTC Petroleum Trading Network](https://www.financely.io/otc-petroleum-trading-network-for-buyers-sellers-brokers?ref=blog.financely.io) gives members access to reviewed RFQs, physical supply indications, spot cargoes, term programs and broker-originated opportunities across crude oil, middle distillates, aviation fuel, marine fuels, LNG and LPG.

We built it around a managed origination process rather than self-published listings. Financely reviews the submitting company, its stated role, the commercial terms and the quality of the opportunity before deciding whether it should circulate inside the network.

That review creates a cleaner book of dealflow and gives counterparties more control over when their identity, mandate position and commercial information are disclosed.

## Why We Built the Network

Petroleum traders already receive enough offers.

The real cost sits in screening them.

A desk can lose hours reviewing an RFQ that turns out to have no purchasing authority, a cargo indication that originated several brokers upstream, or a seller claiming refinery access without a contractual position close enough to transact.

Open listing portals tend to push that work downstream. The platform publishes first and leaves the market to sort the opportunity out later.

We built the network around the opposite sequence.

Financely reviews the opportunity before circulation.

That means we can challenge inconsistencies early, identify obvious duplication, understand who sits where in the chain and decide whether the submission is worth exposing to members.

## Reviewed Dealflow Before Distribution

Each submission enters the network with a commercial context attached to it.

On the buy side, we look at the legal buyer, the stated requirement, destination, timing, payment capability and the buyer's position in the procurement chain.

On the sell side, we look at the contractual seller, supply basis, available volume, timing, pricing structure and proximity to the physical position being offered.

For broker-originated transactions, we establish whether the member sits close to the principal, whether the opportunity is buy-side or sell-side, how many intermediary layers are involved and whether the expected fee structure fits within the trade economics.

This is basic commercial hygiene, but it is exactly the part that disappears when petroleum opportunities move through unrestricted listing sites and broker groups.

## What Makes the Network Different

| Area | Typical Open Portal | Financely OTC Petroleum Network |
| --------------------------- | ---------------------------------------------- | ----------------------------------------------------------------- |
| **Entry** | User posts an offer or requirement | Company onboarding and reviewed submission |
| **Dealflow** | Volume-driven | Reviewed before circulation |
| **Counterparty Identity** | Often exposed immediately or obscured by users | Controlled until an introduction is commercially justified |
| **Mandate Position** | Generally taken at face value | Submitting party's position can be assessed before circulation |
| **Duplicate Opportunities** | Common | Internal review can identify repeated or conflicting submissions |
| **Broker Chains** | Usually unclear | Chain length and commercial proximity can be reviewed |
| **Introductions** | Member searches and contacts another user | Financely coordinates selected introductions |
| **Financing** | Usually outside the platform | Qualifying trades can move into a Financely trade-finance mandate |

We built the network for market participants who value access to a smaller number of better-contextualized opportunities over access to another large database of self-published offers.

## Private Buyer RFQs

Buyers can submit spot requirements, trial cargoes and recurring procurement programs directly through the network.

The requirement stays inside a controlled environment while Financely reviews relevant supply and determines which counterparties justify an introduction.

This suits buyers that prefer to keep procurement programs away from open broker circulation, particularly where the requirement exposes destination, banking position, downstream customers or recurring demand.

Counterparty information can be released progressively as the transaction develops.

A seller can see enough to determine whether the opportunity is relevant before the buyer's identity or wider procurement book is disclosed.

## Physical Supply Indications

Producers, refiners, trading houses, distributors and title holders can submit spot cargoes, recurring lifting programs, ex-tank positions and other physical availability.

The initial circulation can remain limited to the details required for a serious counterparty to assess commercial interest.

Upstream relationships, exact title position, refinery allocation and other commercially sensitive information can remain protected until there is a qualified buyer on the other side.

This is particularly relevant for traders that have spent years developing supplier relationships and have no reason to publish that information to an open market.

## Professional Brokers

Brokers are part of the network because brokers remain part of physical petroleum markets.

A broker with genuine access to a principal can originate useful business. The quality of the opportunity depends heavily on how close that access is.

Financely can review whether the member sits directly with the buyer or seller, whether a mandate exists, whether additional intermediaries are involved and how commercial communication should be handled.

This helps resolve one of the most common sources of friction in broker-originated trades: discovering too late that several parties claim to represent the same principal.

It also puts intermediary economics into context.

In a trade where freight, finance, insurance, hedging, inspection, terminal costs and trader margin already absorb part of the differential, the commission chain has to remain commercially workable.

## Duplicate RFQs and Cargoes

Repeated circulation is a persistent problem in petroleum origination.

The same buyer requirement can reach the market through several unrelated channels. A cargo indication can reappear under different broker headers. Pricing and procedures are sometimes modified along the way, making one underlying opportunity look like several independent transactions.

Because Financely manages the submissions inside one network, we develop internal history around the opportunities that have already circulated.

That makes it easier to identify repeated RFQs, conflicting mandate claims and opportunities that have already been tested with members.

It also gives us a better basis for deciding whether a new submission genuinely adds something to the book.

## Markets Covered

### Crude Oil

Light, medium and heavy crude grades, condensates, spot cargoes and term lifting programs.

### Middle Distillates

EN590, ULSD, gasoil, diesel and related refinery middle-distillate streams.

### Aviation Fuel

Jet A-1 and aviation turbine fuel requirements across trading, distribution and aviation supply chains.

### Marine Fuels

VLSFO, HSFO, marine gasoil and bunker supply across established physical markets.

### Light Products

Gasoline, naphtha and related refined-product streams.

### LNG and LPG

LNG, propane, butane and related physical gas cargoes.

## Commercial Terms Need to Be Credible

Financely reviews whether the proposed economics can be reconciled with the physical market.

That includes the pricing methodology, delivery structure, timing and credit terms.

For many petroleum products, the pricing conversation will involve a recognized benchmark such as Platts or Argus, an agreed pricing period and the applicable premium or discount.

The differential still needs an economic explanation.

Freight, quality, regional balance, credit, timing, terminal position, optionality and distressed inventory can move a physical price materially away from the benchmark.

When a price sits outside the market without a defensible reason, the transaction requires more scrutiny before it deserves member attention.

The same applies to bids. Large volume alone does not make an uneconomic target price executable.

## Banking Readiness Matters Early

Many physical transactions fail after the principals have already spent time negotiating because the payment structure was never tested properly.

Where an RFQ assumes documentary credit, Financely wants enough information to understand the proposed issuing-bank profile, tenor and broad settlement mechanics.

Where a seller requires prepayment, the credit and security discussion changes. Open-account business depends on established counterparty credit. Deferred settlement creates another set of funding and risk considerations.

Because Financely also structures trade finance, a sound physical transaction with a solvable funding gap can move into a separate financing mandate.

That can include [petroleum trade finance](https://www.financely-group.com/petroleum-products-trade-finance?ref=blog.financely.io), documentary letter of credit facilities, transactional trade finance, inventory finance and other structures appropriate to the trade.

## Transaction-Level Diligence

Petroleum diligence often extends far beyond standard corporate KYC.

Depending on the transaction, relevant work can include origin, title path, vessel history, ship-to-ship activity, ownership changes, flag, P&I, classification, terminal position, storage, sanctions exposure and payment routing.

Financely can escalate review as the trade develops.

The level of diligence should reflect the actual risk profile. A recurring lifting between established counterparties creates a very different workstream from a first transaction involving unfamiliar parties, offshore storage and a vessel with a complicated ownership history.

The benefit is timing. Material issues are more useful when discovered before SPA execution, bank commitment and vessel nomination.

## Controlled Counterparty Disclosure

The network gives members more control over commercial information.

Buyer identity, supplier identity and sensitive upstream or downstream relationships can remain confidential during initial screening.

Once Financely has established enough commercial alignment, the parties can move into a direct introduction, KYC exchange and transaction discussion.

This matters in petroleum because valuable relationships are easily disintermediated once names circulate too early.

A trader's refinery relationship, customer book, storage position or recurring procurement program should only be disclosed when that information advances a live transaction.

## Financely Operates the Network

The network is managed by Financely rather than left to members to search through a wall of listings.

Our team reviews the incoming opportunity, decides how it should circulate and coordinates selected introductions.

Where needed, Financely can remain involved in transaction coordination, commercial clarification, diligence, documentary requirements and financing under the relevant mandate.

This creates continuity across the transaction rather than ending the process at a contact exchange.

It also gives us useful internal context. We can see which opportunities have circulated before, which counterparties have already interacted, where negotiations stalled and whether a cargo or RFQ has changed materially since its first submission.

## Who Uses the Network

Membership is intended for companies with an active commercial role in physical energy markets.

Participants can include producers, refiners, trading houses, distributors, importers, airlines, bunkering companies, fuel marketers, utilities, industrial buyers and professional petroleum brokers.

The network is company-based because the useful relationships are recurring.

A distributor may submit several procurement programs during a year. A trader may offer multiple prompt cargoes. A broker may originate business from several established principals.

Members can use the same network repeatedly as their physical book changes.

## Annual Membership

Membership is currently **USD 5,000 per company per year**.

Approved members can submit private buyer RFQs, cargo indications, term programs and broker-originated opportunities for Financely review and circulation.

Membership covers access to the network, company onboarding, reviewed dealflow and managed introductions.

Transaction-specific work such as enhanced due diligence, structured trade finance, documentary credit support, capital arrangement or extended execution support can be scoped separately.

## What We Built

We built a private origination layer around physical petroleum dealflow.

It sits between the uncontrolled circulation of offers and the point where two principals are ready to engage seriously.

The network gives Financely a place to receive, review and organize the opportunities already moving through the market, while giving members a more controlled route to relevant counterparties.

Its value comes from the combination of company-level onboarding, reviewed submissions, private circulation, mandate-chain visibility, managed introductions and direct access to Financely's financing and execution capabilities.

Experienced petroleum traders already have access to information.

What matters is whether the information is current, commercially credible and close enough to the principal to justify spending time on it.

That is what we built the network to address.
