Develop Carbon Credits for the CORSIA Market
Financely helps carbon project developers structure projects for potential eligibility under the Carbon Offsetting and Reduction Scheme for International Aviation, commonly known as CORSIA.
CORSIA creates a specific compliance market. An airline cannot satisfy its CORSIA obligation with any voluntary carbon credit it happens to purchase. The unit must come from an ICAO-approved emissions-unit program, fall within the applicable scope of eligibility, satisfy vintage and project requirements and meet safeguards against double counting.
For project developers, this means CORSIA readiness needs to be considered during project design rather than after millions of credits have already been issued under the wrong structure.
Our work covers CORSIA eligibility assessment, carbon-standard selection, methodology review, Article 6 authorization strategy, host-country engagement planning, project documentation, MRV, validation and verification coordination, registry labeling, financing and commercialization.

CORSIA Is a Distinct Carbon Credit Market
CORSIA is ICAO's global market-based framework for addressing qualifying emissions from international aviation.
Aircraft operators with applicable offsetting requirements ultimately satisfy those obligations by cancelling eligible emissions units. That creates potential compliance demand for carbon credits that meet the relevant ICAO requirements.
The critical word is eligible.
A carbon credit can be valid under a voluntary carbon standard and still not qualify for CORSIA use. Program eligibility, project type, crediting-period start date, vintage, methodology, host-country treatment and double-counting protections can all affect the result.
CORSIA development starts before issuance. If aviation compliance demand is an intended market, the project should be designed around the relevant CORSIA requirements before registry registration and credit issuance wherever possible.
The CORSIA Market Expands From 2027
CORSIA moved through a pilot phase from 2021 to 2023 and a first phase from 2024 through 2026. The second phase begins in 2027.
This matters commercially because participation becomes substantially broader under the second-phase framework.
For developers planning projects with 2027 through 2029 issuance and delivery, CORSIA eligibility can therefore become an important component of the credit commercialization strategy.
The project should still have viable economics outside one particular buyer segment. CORSIA eligibility can improve market access, but it should not be used to justify an otherwise weak project.
Which Carbon Standards Can Supply CORSIA Credits?
ICAO determines which emissions-unit programs can supply eligible units for each compliance period.
For the 2027 through 2029 compliance period, the currently approved programs include:
01.
American Carbon Registry
Eligible ACR units can potentially supply the CORSIA market subject to ICAO's applicable project, vintage and exclusion requirements.
02.
Architecture for REDD+ Transactions
Eligible TREES credits from jurisdictional REDD+ programs can potentially qualify subject to the applicable CORSIA scope.
03.
Gold Standard
Eligible Gold Standard units can potentially serve the CORSIA market where the project and units meet the applicable requirements.
04.
Verified Carbon Standard
Eligible VCUs can potentially receive the labels required for CORSIA use where the underlying project and credits satisfy Verra and ICAO requirements.
The list of approved programs can change as ICAO completes further Technical Advisory Body assessment cycles.
This is one reason methodology and registry selection should be treated as a strategic project-development decision rather than an administrative choice.
An Approved Registry Does Not Mean Every Project Qualifies
This distinction is essential.
ICAO can approve a carbon program while excluding certain project categories, methodologies, scales, geographies or other units from CORSIA eligibility.
A developer cannot therefore conclude that a project is CORSIA eligible merely because it uses Verra, Gold Standard or another approved program.
We conduct eligibility analysis at the project level before the developer commits to a CORSIA commercialization strategy.
Our CORSIA Carbon Project Development Scope
01. Eligibility
CORSIA Eligibility Assessment
We test the project against the relevant compliance period, program scope, project type, vintage, crediting-period and exclusion requirements.
02. Standard
Carbon Program Selection
We compare eligible standards and methodology pathways rather than automatically registering under the developer's first available option.
03. Methodology
Methodology Assessment
We determine whether the proposed activity can satisfy an approved methodology and whether that methodology falls within the applicable CORSIA scope.
04. Article 6
Authorization Strategy
We structure the workstream required to obtain the host-country authorization or attestation necessary to address double claiming.
05. Documentation
PDD and Registry Preparation
We prepare the project-development documentation required for registry registration and external review.
06. MRV
Monitoring and Quantification
We establish the monitoring architecture and coordinate technical data needed to quantify eligible reductions or removals.
07. Assurance
Validation and Verification
We prepare the project for VVB review and coordinate responses to validation and verification findings.
08. Market
Labeling and Commercialization
We coordinate the post-issuance eligibility workstream and prepare eligible credits for aviation compliance buyers and intermediaries.
The Crediting Period Start Date Matters
CORSIA eligibility includes timing requirements.
For the currently approved 2027 through 2029 pathways, eligible activities generally need an initial crediting period that began on or after January 1, 2016, together with eligible vintages within the relevant CORSIA window.
This means historical project timing needs to be reviewed before a developer spends money pursuing a CORSIA label.
The project registration date, crediting-period start date and emissions-reduction vintage are different concepts and should not be confused.
Vintage Eligibility Matters
CORSIA uses defined vintage windows.
A project can continue operating for decades, but the fact that a project itself is eligible does not mean every credit it ever produces can be used for every CORSIA compliance period.
The commercialization strategy should therefore map forecast issuance by year against the applicable CORSIA vintage rules.
This becomes especially important where a project is financed against future carbon deliveries.
Article 6 Authorization Is Central to CORSIA Readiness
For post-2020 credits, CORSIA's double-claiming protections create a direct connection between project development and the Paris Agreement's Article 6 framework.
The problem is straightforward. If an airline uses a tonne toward its CORSIA obligation while the host country also counts the same mitigation outcome toward its own climate target, both parties would effectively claim the same tonne.
CORSIA therefore requires mechanisms designed to prevent this result.
Developers targeting CORSIA should determine early whether the host country has an operational authorization process, which government authority is responsible, what documentation is required, whether project types are eligible for authorization and how long the process is likely to take.
Our Article 6 carbon project structuring work can be integrated directly into the CORSIA development mandate.
Host Country Authorization Is Not a Formality
A project developer does not issue its own Article 6 authorization.
The host country ultimately controls whether the mitigation outcomes are authorized for qualifying international use.
This creates sovereign execution risk.
A technically excellent carbon project can therefore have a strong voluntary-market case while remaining unable to deliver CORSIA-eligible units if the necessary host-country pathway does not materialize.
That risk should appear in feasibility studies, financing documents and buyer contracts rather than being ignored until issuance.
Do not promise CORSIA credits before the authorization pathway is understood. If your forward contract assumes CORSIA eligibility, the conditions precedent, replacement-unit mechanics and consequences of failed authorization need to be addressed contractually.
Corresponding Adjustments and Double Claiming
Article 6 accounting uses corresponding adjustments as a mechanism to prevent the same mitigation outcome from being counted by both the host country and an authorized international user.
The selected carbon program determines the detailed operational pathway for demonstrating CORSIA compliance.
For example, Verra's current framework requires relevant post-2020 VCUs to obtain Article 6 authorization for international mitigation purposes before they can qualify for CORSIA treatment. Additional assurance against double claiming must then be provided according to the applicable Verra rules.
This makes Article 6 readiness a commercial issue, not simply an international-law topic.
CORSIA Label Strategy
Being issued under an approved registry and being identifiable as CORSIA eligible are separate steps.
Registries use specific procedures and labels to identify units meeting applicable CORSIA requirements.
The project-development file must therefore preserve the evidence necessary to support the label request, including project eligibility, vintage, authorization and double-claiming safeguards.
We coordinate that evidence across the carbon-development and registry workstreams.
Methodology Selection for CORSIA Projects
A project developer normally begins with a physical activity: reforestation, methane destruction, carbon removal, clean cooking, soil carbon, industrial decarbonization or another intervention.
The carbon methodology converts that physical activity into measurable credits.
For a CORSIA strategy, however, methodology selection has an additional dimension. The methodology and underlying project type also need to sit inside the relevant CORSIA eligibility scope.
Our methodology work therefore assesses:
| Question | Why It Matters |
|---|---|
| Does an approved methodology apply? | The project needs a recognized quantification framework. |
| Is the underlying program CORSIA approved? | Credits from an unapproved program cannot simply be converted into CORSIA units. |
| Is the methodology or project type excluded? | Program approval alone does not guarantee project-level eligibility. |
| Does project scale affect eligibility? | Some CORSIA pathways impose size or category restrictions. |
| Does the project timing qualify? | Crediting-period and vintage restrictions can eliminate otherwise valid units. |
| Can Article 6 authorization be obtained? | Post-2020 units require a credible no-double-claiming pathway. |
Baseline and Additionality
CORSIA demand does not remove the requirement for environmental integrity.
The project still needs a defensible baseline demonstrating the emissions that would occur without the project activity.
Additionality needs to show why the reductions or removals would not occur under the applicable business-as-usual scenario or regulatory conditions.
Weak baselines and aggressive additionality assumptions can compromise registration, validation, buyer acceptance and CORSIA eligibility.
We therefore address these questions during project feasibility rather than leaving them entirely to the validation stage.
Monitoring, Reporting and Verification
A carbon project only creates saleable units after the claimed climate outcome has been measured and independently verified according to the applicable standard.
The monitoring plan identifies what project data will be collected, how frequently it will be measured, who is responsible for the data, what equipment or methodologies are used and how quality assurance is maintained.
Financely can coordinate this work through our carbon MRV compliance consulting service.
Technical measurements requiring specialist forestry, soil, methane, engineering or scientific expertise are performed by appropriately qualified providers.
Project Design Document Preparation
The project design document turns the physical intervention into an auditable carbon-project case.
The PDD generally explains the project boundary, baseline, additionality, methodology application, ownership, monitoring framework, quantification and other requirements of the selected standard.
CORSIA-targeted projects also need to preserve the information necessary to demonstrate compliance with the applicable eligibility scope.
Our carbon project PDD preparation service can be combined with the CORSIA mandate.
Validation and Verification
Independent validation and verification remain central to issuance.
A validation and verification body evaluates whether the project has been designed and monitored according to the applicable standard and methodology.
We coordinate the documentation process, organize responses to findings and maintain the project file while technical specialists address issues within their professional scope.
The objective is to reduce avoidable cycles of clarification, corrective action and missing documentation.
CORSIA Carbon Project Financial Modelling
CORSIA eligibility can influence project economics but should not be modeled as a guaranteed premium.
The financial model can distinguish between base voluntary-market pricing and an upside case where eligible units access aviation compliance buyers.
This is particularly important for projects seeking external development capital.
A financier should be able to see what happens if CORSIA authorization is delayed, only part of issuance qualifies or the project ultimately sells credits into another market.
A financing structure that only works if every tonne receives an aggressive CORSIA premium is fragile.
Financing CORSIA-Targeted Carbon Projects
Project-development costs occur before credit issuance.
Developers may need capital for feasibility, scientific studies, land and carbon rights, community engagement, project implementation, equipment, monitoring, validation, verification and registry expenses.
Potential structures include sponsor equity, strategic project capital, milestone investment, forward carbon-credit sales and carbon streams.
Our carbon project financing and forward credit sales advisory can be used once the project has a sufficiently developed eligibility and delivery case.
Forward Sales to CORSIA Buyers
Aviation-sector demand can create opportunities for forward carbon transactions, but forward contracting introduces delivery risk.
A buyer may want credits meeting specific registry, vintage, CORSIA-label and Article 6 requirements.
The purchase agreement therefore needs to define exactly what constitutes an eligible delivered unit.
Commercial provisions may need to address authorization delays, failure to obtain the required label, delivery shortfalls, replacement credits, corresponding-adjustment risk and timing of issuance.
These issues should be coordinated with qualified legal counsel before execution.
CORSIA Credits Need Institutional Due Diligence
Aviation compliance buyers are not simply buying a registry serial number.
Institutional diligence can extend into project ownership, methodology, additionality, safeguards, monitoring, host-country authorization, registry status, corresponding-adjustment treatment and reputational risk.
We prepare the project file so the developer can answer those questions efficiently.
This can include a dedicated buyer data room containing project documentation, validation and verification reports, registry evidence, authorization documents, monitoring information and commercial delivery schedules.
Which Project Types Should Consider CORSIA?
The appropriate strategy depends on the current ICAO eligibility scope and selected carbon program.
Potential project categories can include eligible nature-based projects, methane-abatement activities, removals and certain energy or industrial activities where they satisfy the applicable program-specific restrictions.
The project type must be screened individually. A category being eligible under a registry's general rules does not automatically mean it is eligible for CORSIA.
CORSIA and AFOLU Projects
Forestry and land-use projects can be relevant to the CORSIA market, but permanence, leakage, safeguards, rights, jurisdictional nesting and other eligibility conditions require careful analysis.
Developers working on REDD+, afforestation, reforestation, improved forest management or other land-based projects can combine CORSIA analysis with our broader AFOLU carbon project consulting.
CORSIA and Methane Projects
Methane destruction can produce measurable climate benefits because methane has a high near-term warming impact relative to carbon dioxide.
Potential projects can involve waste, landfill gas and other eligible methane-abatement activities where the selected methodology and CORSIA scope permit the units.
Eligibility still depends on project-specific rules, regulatory additionality, monitoring and the approved carbon program.
Do Not Build a Project Around a Label Alone
CORSIA eligibility can create additional buyer access. It does not repair weak project fundamentals.
The underlying project still needs clear rights, a credible methodology, additionality, robust quantification, defensible safeguards, successful validation and verification and operational capacity to produce the contracted credits.
We therefore structure projects so they can retain multiple commercialization options where possible.
A strong carbon project should ideally be capable of serving several credible buyer segments rather than becoming commercially stranded if one label or market pathway changes.

What We Need to Assess Your CORSIA Project
Provide the project country, project type, development stage, intended carbon standard, methodology if already selected, project start date, expected crediting-period start date and forecast annual emissions reductions or removals.
We also need information on land or project rights, applicable regulation, existing PDD or feasibility work, host-country Article 6 status and any buyer or financing discussions already underway.
If credits have already been issued, provide the registry project ID, vintages, methodologies and issuance information so we can assess whether a post-issuance CORSIA pathway may exist.
This Is Paid Carbon Project Development
Financely provides paid carbon project development and climate-finance advisory.
The work can include eligibility analysis, methodology selection, PDD preparation, Article 6 structuring, financial modelling, MRV coordination, validation support, financing strategy and carbon-credit commercialization.
Specialist legal, scientific, engineering, VVB, registry and government costs remain separate where applicable.
We do not guarantee project registration, host-country authorization, CORSIA eligibility, carbon-credit issuance or a specific credit price. Each of those outcomes depends on third-party standards, regulators, registries, verification bodies, governments and buyers.
Frequently Asked Questions
What is a CORSIA carbon credit?
A CORSIA Eligible Emissions Unit is a carbon unit that satisfies the eligibility requirements established by ICAO for use by aircraft operators toward applicable CORSIA offsetting obligations.
Can any Verra credit be used for CORSIA?
No. Verra is an approved program for relevant CORSIA periods, but individual VCUs must still meet project-type, timing, vintage, Article 6, labeling and other applicable requirements.
Can Gold Standard credits qualify for CORSIA?
Potentially. Gold Standard is currently approved by ICAO for relevant CORSIA periods, but individual units must remain within the applicable scope and satisfy the required authorization and eligibility conditions.
Does a CORSIA project need Article 6 authorization?
For relevant post-2020 units, CORSIA requires safeguards against double claiming involving host-country authorization or attestation and the applicable accounting pathway under the selected emissions-unit program.
What is a corresponding adjustment?
A corresponding adjustment is an accounting mechanism designed to prevent the same authorized mitigation outcome from being counted both by the host country and by another authorized international user.
Can an existing carbon project become CORSIA eligible?
Potentially. Existing projects must be reviewed against the applicable program, project-type, methodology, crediting-period, vintage, authorization and CORSIA scope requirements.
Does CORSIA eligibility guarantee a higher carbon price?
No. Eligibility can expand access to compliance demand, but pricing still depends on market conditions, project quality, supply, buyer preferences, vintage and transaction terms.
Can you arrange financing for a CORSIA project?
Potentially. Qualifying projects can be assessed for forward sales, carbon streams, milestone capital and other climate-finance structures subject to investor underwriting.
Can you obtain the host-country authorization for us?
We can structure and coordinate the authorization workstream and prepare the supporting project file. The authorization itself is issued by the relevant host-country authority and cannot be guaranteed by an adviser.
Can you sell CORSIA-eligible carbon credits?
We can support commercialization and buyer outreach for qualifying projects and issued credits under an appropriate advisory mandate. Buyer acceptance and pricing remain subject to market diligence and negotiated transaction terms.
